Lahore (26 September 2011) On account of the investigating officer in the NICL case Additional Director General FIA, Zafar Qureshi’s absence and on FIA’s request to allow another 15 days to complete the challan the District and Sessions Judge Mujahid Mustaqeem in the capacity of Special Judge Banking Court has adjourned the hearing till October 3. According to the learned judge, on the FIA’s failure to complete the challan by October 3 the acquittal petition of Moonis Elahi will automatically will come up for hearing. Calling it an act amounting to contempt and blackmailing of the court, Moonis Elahi’s defence lawyers Rai Bashir Ahmad and Amjad Parvez strongly opposed Zafar Qureshi’s letter asking the court for another 15 days to complete the NICL case challan.

Never in the country’s judicial history has any court given as much time and latitude to the prosecution as in this case, said Moonis Elahi’s defence lawyers. They further said that there was nothing new in the supplementary challan and even if for argument’s sake the challan was considered correct it still did not implicate Moonis Elahi. They said that the learned court could give as much time to the FIA as it desired but meanwhile their client should be honourably acquitted. The lawyers contended that neither a prosecutor had been appointed and nor had the final challan been submitted. They accused Zafar Qureshi of misguiding the court by asking for immunity from court appearance due to a self claimed threat to his life.

They said that Zafar Qureshi’s personal or official issues could not be the reason for denial of justice to Moonis Elahi. The lawyers said that Zafar Qureshi was protected by the rangers and he daily went to his office and the Supreme Court. They alleged Zafar Qureshi for attempting to create an atmosphere whereby he could get a job extension and continue investigating the NICL case. They further said that except for Zafar Qureshi all the other FIA officials were present in the court and Moonis Elahi despite serious threats to his life was also present. Will Moonis Elahi wait for 5 years in jail if the FIA failed to appoint a prosecutor for so long and will the courts take dictates from the FIA, they asked?

Moonis Elahi’s lawyers also said that Zafar Qureshi was demanding 5 lacs to 1 million as professional fee to the prosecutor. They said that this was an internal matter of the FIA but obstructing the course of justice on such a lame excuse was as an act of criminal injustice. Lawyers demanded the court to reject all the fabricated stories presented by Zafar Qureshi and asked the court to honourably acquit Moonis Elahi.

Chaudhry Pervaiz Elahi Interview in TV Talk Show Zer-e-Bahas, September 24, 2011 SAMAA TV [Part-4]

Lahore (18 September 2011) Chaudhry Parvez Elahi the senior central leader of the Pakistan Muslim League and senior federal minister has said may the rest of Punjab not encounter the devastating effects of Dengue virus the way Lahore has had to. Had Shahbaz Sharif not destroyed the local government system in Punjab the dengue patients would not be dying on hospital steps or outside the hospitals? If the LG system was in place there would have been hundred elected public representatives to combat the killer mosquito instead of merely one DCO. Today in a jam packed Lahore State Guest House Hall and amid thunderous applause Chaudhry Parvez Elahi said that as the Punjab Chief Minister he had always relied on local government for understanding public issues and finding their solutions. He said that as Punjab Chief Minister his doors remained open for councilors who were placed in high esteem during his government whereas today it was the other way round and now even the ministers and assembly members had to wait for many months to get the present chief minister’s audience. Chaudhry Parvez Elahi said that Pakistan Muslim League had always remained fully in touch with public problems. He claimed that his party’s focus had always been on their quick and effective resolution. He said that his party’s Utility Stores Ramadan Relief Package was highly lauded by the common man whereas Shahbaz government’s Ramadan bazaars had failed miserably. Chaudhry Parvez Elahi further said that the reason why the Pakistan Muslim League got more votes than the N-League in 2008 election from Punjab was due to his government’s pro people policies and the constructive role played by the local government He blamed the N-League for destabilizing and destroying public system and institutions. He said that doctors, teachers and people from all walks of life had been forced to come out in protest time and again against Shahbaz Sharif’s. He said that Shahbaz Sharif had done nothing in Punjab except hijack ownership of initiatives taken by the previous Pakistan Muslim League government in Punjab. He claimed that not a single new bed had been added to Punjab government’s hospitals since 2008. Chaudhry Parvez Elahi lauded the Pakistan Muslim League nazims and naib nazims for staying loyal with their party despite temptations and trials. Present in the meeting were Muhammad Basharat Raja, Chaudhry Zaheeruddin, Arshad Khan Lodhi, Mian Munir, Mian Abdul Sattar, Malik Yousuf Ahad, Haji Hanif, Idrees Hanif, Mian Jehangir, Ashiq Dayal, Haji Imdad Hussain, Ikram Khokhar, Fayyaz Bhatti, Hafiz Ghaffar, Naveed Ashiq Dayal, Akram Ch., Nasir Gill, Sheikh Umar Hayat, Rizwan Mumtaz Ali and a large number of former Nazims and Naib Nazims.

Lahore (17 September 2011) District and Sessions Judge Mujahid Mustaqeem as Special Judge Banking Court today on the FIA’s 15 day extension request has adjourned the NICL case hearing till September 26. Moonis Elahi’s lawyer Amjad Parvez opposing the FIA’s 15 day extension request on legal grounds accused the investigation agency of blatantly wasting the court’s time and violating its orders. He further accused the FIA of deliberately obstructing the course of justice to prolong Moonis Elahi’s incarceration. Moonis Elahi’s defence lawyer citing examples of the delaying tactics employed by the FIA said that on Zafar Qureshi’s Aug 18 request asking the court for an additional one month for further investigation the court gave him time till September 6, on Sept 6 in response to the FIA’s demand for further time for the appointment of a prosecutor the court allowed the FIA further grace time till September 17 but the FIA had neither appointed a prosecutor and nor had purportedly completed its investigation. He said that Zafar Qureshi’s request for a further 15 day extension to present the final challan was illegal as two challans of the same case could not be presented. He demanded the court to order Zafar Qureshi to apprize the court as to why the FIA had failed to appoint a prosecutor and present the final challan thus far. He asked to be informed that if the FIA had still not appointed a prosecutor then who was presenting the interim challan, producing new witnesses and asking the court on Zafar Qureshi’s behalf for further time relaxation. He wanted to know the antecedents of the individual presently appearing on behalf of the FIA and if he was not a prosecutor. The court in its decision ordered the FIA to present the final challan and the new prosecutor on September 26 failing which the court ruled that it could call Zafar Qureshi.

Lahore (13 September 2011) The Pakistan Peoples’ Party Punjab President Imtiaz Safdar Waraich and General Secretary Sami Ullah Khan called on Chaudhry Parvez Elahi the senior central leader of the Pakistan Muslim League and senior federal minister here in State Guest House today. The overall political climate of the province and the coming bye-election in Sahiwal for the Punjab assembly seat were discussed in the meeting.

It was decided in the meeting that the Pakistan Muslim League and the Pakistan Peoples’ Party will field a joint candidate in the PP 220 bye-election while the name of the consensus candidate will be finalized by the two parties. In the 2008 election this seat was won by the PML but the winning candidate reneged. Chaudhry Parvez Elahi’s government in Punjab had paid special attention to the development of Sahiwal and strong resentment was shown by the people when the winning candidate crossed the assembly floor.

ISLAMABAD, Sept 9: PML-Q leaders Chaudhry Shujaat Hussain and Chaudhry Pervaiz Elahi met Prime Minister Yousuf Raza Gilani on Friday and exchanged views with him on the current political situation.

According to a press release, the PML-Q leaders expressed sympathy for the people affected by rains and floods in Sindh and said their party would support all measures taken by the federal government to provide relief in affected areas. Government officials said that since the meeting had taken place in the family wing of the Prime Minister’s Secretariat, they had been told to issue only a brief press release.

But PML-Q sources said the Chaudhrys had met the prime minister to convey complaints of cabinet members belonging to their party.

The PML-Q ministers have been unhappy over the treatment meted out to them by the PPP and their main complaint is that they have no hiring and firing powers.

As part of a deal between the PPP and PML-Q in January, the lat ter was given 18 positions in the federal cabinet -- seven ministers, seven ministers of state, two advisers and two special assistants to the prime minister.

But skirmishes over important portfolios started within the PMLQ ministers soon after they had taken oath on May 2.

Riaz Hussain Pirzada refused to take the minority affairs ministry and threatened to resign if the portfolio was not changed. The Chaudhrys gave him the ministry of health.

Chaudhry Anwar Ali Cheema, a relative of the Chaudhrys, who was initially given the health ministry, was moved to the production ministry.

And some ministers belonging to the party lost their portfolios after the devolution of various federal ministries under the 18th Amendment. The government created three new ministries to accommodate them. These are: national harmony, human resource development and professional and technical training.

Akram Masih Gill was made Minister of State for National Harmony. Riaz Pirzada was given the Ministry of Professional and Technical Training. He was not happy and once said: “It’s better to be a simple MNA than to hold a ministry which only exists on papers.” A PML-Q lawmaker said: “People in our constituencies want jobs, but none of our ministers is in a position to do anything for anybody. It’s useless to keep these ministries and attend cabinet meetings.” He said most PML-Q ministers were not happy with their ministries.

LAHORE - Pakistan Muslim League (Quaid) Leader Moonis Elahi said on Thursday that the Punjab government was to be held responsible for the dengue outbreak in the province and especially in Lahore. He said Shahbaz Sharif was personally responsible for the deaths caused by dengue in the province. He accused the Punjab chief minister of being too occupied with self-praise and projection and for not doing anything concrete to eradicate the dengue menace. He said that historians would remember the self-proclaimed Khadim-e-Ala as a useless chief minister who could not pay heed to people’s issues such as poverty, unemployment, crime or dengue. He said that the chief minister should work towards providing dengue patients with platelets and special treatment rather than wasting time. Elahi said that Shahbaz Sharif had billions to spend on the Jaati Umra expressway, Sasti Roti scheme, the Ashyana scheme and the yellow cab scheme but no money for dengue treatment. He also said that Shahbaz Sharif had not bothered to appoint a full time provincial health minister since 2008 and that the dengue endemic of the previous year should have been enough of a warning for the government to not treat the matter with negligence. His party would unveil the real causes behind the dengue outbreak in the coming session of the Punjab Assembly, he added.

Chaudhry Pervaiz Elahi expressed his complete commitment to the fertiliser requirements of Sind and directed the concerned officials to do their utmost for restoration and further enhancement of the agricultural productivity of the country’s second largest province. He further directed the concerned officials to ensure timely supply of fertilisers for Rabi crop and sale of urea strictly on announced rates in Sind.
